Biographies

Mr. Justin Matthews has served as a public school educator in the states of Florida and North Carolina for the past twenty-two years. He has held the positions of CEO/Executive Director, Region Director, Founding K-12 Principal, Chief of Operations, Principal, and Assistant Principal, while also serving as an elementary and high school teacher in his career. Over the course of his career Mr. Matthews has been directly responsible for the successful construction of over two million square feet of charter school facilities, numerous gymnasiums, sports fields, cafeterias, playgrounds and other similar developments valued at over three hundred million dollars in financing for charter schools, most recently a record setting twenty-four million dollar building and multiple sport field project at Mountain Island Charter School and one of the first stand-alone new charter school bond financings in history with a twenty-four million dollar bond issuance for Southwest Charlotte STEM Academy. In addition to currently leading one of the largest and most successful K-12 charter schools and state organizations in North Carolina, Mr. Matthews regularly works nationally with multiple schools and state entities through his 501c3 Non-Profit consulting firm Alliance Education Services, and with Cognia/AdvancED as a Lead External Review Evaluator. He was the 2010 National Innovation Principal of the year. Schools under his leadership have won numerous national awards in the areas of academics, parent choice, school culture, and operations.

Success stories

  1. Pre-financing due diligence.  AES was contracted by an investment firm to conduct Pre-financing due diligence requested to fund a large charter school expansion. After collected a plethora of historical documents, a three-day site visit and multiple reports, AES recommended the in favor of the investment. The bond successfully closed, and the School has continued to grow and receive accolades. This was a successful and smart investment that will bring dividends to the investors and provide hundreds of thousands of dollars in facility cost savings to enable the School’s long term financial viability.

  2. New charter school development and operations. AES was secured to support a local non-profit board to write and submit an appropriate charter application to serve a need in their community. The charter application was approved, and AES supported the Board through the Ready To Open process, secured land for the future site, worked with the developer to design and build the school, and successfully completed a bond deal to cover all aspects of the pre-opening costs, construction, and purchasing of furniture, fixtures, technology, and curriculum, as well as cash advances needed to initiate operations prior to state funding. This School opened able to deliver on its mission from the first day of school. 

  3. Chater contract renewals.  AES was contracted to support a distressed charter school during its renewal year and in anticipation of possible long-term financing to build a permanent facility. Over the course of the contract, AES met with the leadership team and the governing board to create a school improvement plan and helped implement and support the plan. AES also co-wrote the renewal application inclusive of the SIP and worked with the School Board and leadership team to intimately understand the nuances of the application and how to implement it correctly with measurable outcomes that demonstrated the School’s ability to remain open and grow. This was a successful charter renewal and the School has continued to thrive.
